ideas that with data on the other side and Internet we as humans are using that the key game which is the political game these days has always been and I think for a long time will be the key game we played with those who have power
I didn't feel relieved I must say I felt a bit concerned because the more with those some of them always the agency of of machines acknowledging in algorithms the less we see uh we see
humans is that it's not to say that I don't appreciate how big impact algorithms have on on on our lives and including my targeting the use of data analogies be that for the results of the election as we
have seen the triumph and presidential race or at the situation happens in the country's after the new government is established that there is good reason why we appreciate the role of both as new important agents of the political sphere where they might very effectively influence the narrative that spreads around social media and that kind of temperature of the debate that we feel we sense as as human beings that but this is taking the agency in that very simplified why what I want to do today is to look a bit deeper underneath those layers of technology to question for a while call is behind that who is designing a who is manipulating it or gaining it and who wanted people on the other side who are
often what is our role our potential agency in changing the power balance we might not like so much looking backwards so take a look at that picture I believe many of you have seen it
already it's quite famous graph prepared by Craig Silverman for the past 3 in November 2006 scene right after that from the victory at such a thing as you can see that uh in the time election a run uh and especially in the last stage people on Facebook interacted much more with fake accused then the deed wave so called at a real real stories uh it is a matter of fact about how we interpret that fact if we look at that Sinaga what we see here is this suggesting that people did so because Facebook own algorithms show them mostly fake news and this is why the fake spread so well or is this mostly because humans chose to indirect most with those stories that 3 goods and emotions that were linked to better to the expectations or they the call was the agent that is the answer we don't have from just looking at the fact that it's much deeper research which means we might not necessarily
as had but 1 thing we know I think for now is that the site where they're useful spherical-radial was not so much meaningful for those who clicked on it yes we rediscover that there is a different wiring of our political brain it's not so much about the ability to both us not uh being so attached to facts anymore and actually openly saying that the these are less relevant in the world dominated by political emotions and narratives that are not fact-based anymore and this is the phenomenon that obviously many of you are
discussing and it it it rightly so takes a lot of space in the public debate it could be the phenomenon that we should be looking much more deeply than uh than the algorithms and of course there are a few of the bubbles that have been with us for at least 10 years but suddenly the good
rediscovered in the context of fake news as that phenomenon that has key impact on how people think what people see but again what we don't know and what has been said today many times by by other speakers to is to what extent the offended if if the bubble effect really is shaped by new technology designed for use without
transparency or how much it's affected by us by our Johnson but what we choose to look at and how much it might be gained by 1st 5 is like the botnet a cool might be designed by somebody else so what really is the power balance behind the future bubbles we we don't know

political economic social reality we gene and that reality is not without an impact on how we think about politics and how we behave if so how we'll then next year this year and next year and look for us so what can we change in our
behavior online and offline to correct that the power imbalance and these ourselves that a bit more control and again if you look at the
moment there with all the technology that is controlled by the government with all the media
which is effectively controlled by the government these days we feel we see some hope we see that the poles are changing and that he was started the Law and Justice ruling party who started with great majority of of of people supporting them now our uh feeling that there is somebody and a running after them and on the other hand we have those

I look at the internet as I look at what is going around me not only my bubble I I do try to go beyond that I see
that the response is far from being over it's mostly that people say no to that feeling of being manipulated and
variously uh them plenty initiatives
emerging in the US in Europe in Russia that respond to their recent uh bars around around the use of these are human driven initiatives that use technology to trace what is credible what is not meant to enable people uh making their own assessments more effectively that think part of those
assessments of course comes should technology again so to be able to judge say career news more efficiently you can use all the planning in your browser who will give you um means a warning if uh trusted news sites of your choice signal that that might not be credible so we're back to the world of technology which slightly different concepts of xt escaping to fill the bubble or questioning what we what we
see on line at the initiatives like a sleeping giants on on on Twitter where people mostly in the US organized to exert pressure real economic client driven pressure on companies cool pulled their advertising on fake news sites so there is good thinking not driven by technology itself but by the understanding that the reason market behind that but we don't the money in the market even fake news phenomenon wouldn't exist because the fake use were not funded as easily that they couldn't spread and the couldn't be produced that effectively so those initiatives bring us back to the to the human agency and then not for the last
year but for much more than that for at least 8 years of my work I have witnessed a strong consistent call for transparency of technology which is
again the calls of human people like us who have always been concerned with not really understanding the black boxes and questioning the black boxes get only Hopkins sometimes they are actively sometimes the that this is a piece of of
excellent research that done by share a lot of uh who presented today did it yesterday here in Berlin that showing how Facebook doing the tracking and what kind of data exactly Facebook collects beyond our control over how the data is a process in the algorithmic engine of Facebook to produce knowledge then then might be sold to such agencies as can analytical or any other advertising or marketing entities that 1 to twi manipulating us at

complicated as the code itself there are always people behind and some of them

again it comes down to people-to-people behind the empire behind every technology that is driven by by personal data it did it will be our

message today and my my own take
on this is and metrics it's not a yes or no it's not black or white technology humans it's not right to say that we are winning the game it wouldn't be right to say well using the game but certainly we can understand the game in a much more new ones way that have been suggested to us by the mainstream media uh lamenting over botnets and algorithm as the those phenomena never existed last year uh or uhm listening to companies with state it's up to you people you are showing the content you are the ones who actually drive at this machinery none of those responses is really a true so my understanding of this is that we are in a much more complex a situation that is not back to normal in terms of agents and not that novel in terms of phenomena we're talking about there
has always been debate about uh ego of harmful content online and how we deal with the content how to give the and removed so that the that the conversation about cost control of all what we see is as old as the notice and takedown debate as the censorship censorship in haste to debate and there is another layer which is feels about that has always been around us as long as we have social media that would build exactly to filter out uh the the whole continent we cannot process and provide the personalized newspaper there and and to phenomena we have seen the development of legal regulations like data protection regulations or not isn't the regulations we have seen a lot of business driven solutions uh like go terms and conditions that every all company has that says and what can stay and what should disappear and we have some flooding mechanisms or algorithmic and decision making by mentioned as using Facebook as example in response to the fake news um add the fate is tiny and in between those we have of course the later where we operate where all the civic actors can come up with their own way they can come up with digital education they can come up with uh simply changing the service the use they can come up with many community-driven solutions and initiatives so the middle ground is up so as and is extremely important that the middle ground exist because this is how we can mediate between would be this things as uh right solution which is mostly driven by money as his business is about making money and there is nothing strange about that and between the political which is where the power lies in the power operators and where many agents might have different interests as we had been citizens and being being in a way controlled by those who who have the power that so this is the way I think and I would really love to engage in a little discussion if we still have time with you about how you feeling demonstrates how you find your place between that the human and the tank and how much you feel that we can be in control and do you can you think about any initiatives especially civic driven initiatives that might offer some responses at in the world where uh the narrative that is shaped by preferred method is that we are the ones who might be working on opening then for questioning them or demanding more accountability for them if we find the right place for us in this matter the game that would be far from over and there is a good town but held

Abstract 2016 will be remembered for painful disillusions, featuring technology as an important agent, but for once not a positive one. Critical approach to what can be achieved with it – speaking of political and social changes – exploded and moved mainstream debate to the other extreme. Media around the globe did not hesitate twice before blaming ‘algorithms’ and ‘data’ for major political failures. As if it was technology driving us, not the other way round… So who is responsible – human or artificial intelligence? Can humans regain control in this game? Let’s talk!
