Ausgehend von einem klassischen Delikt - Kain tötet Abel - verfolgt der Film mit Hilfe ausgewählter Bildquellen zur Rechtsgeschichte die Entwicklung von Ermittlung, Urteil und Strafe von der Vorgeschichte bis zur Gegenwart: Recht und Kult, germanisches Thing, Einfluß des Christentums (Eid, Gottesurteile, göttliches und irdisches Gericht), Rechtsschule von Bologna, Entprivatisierung des Rechts, Rolle der Obrigkeit, Hinrichtungsarten, Folter, von der Strafrechtswissenschaft des 17. Jahrhunderts zur Genesis des rechtsstaatlichen Strafrechts, moderne Tendenz zur Resozialisierung statt Hinrichtung.

Starting from a classical offence (Cain kills Abel), the film pursues, by means of selected illustrations of law history, the development of investigation, judgement and punishment from the prehistory until the present: law and cult, Germanic thing, influence of Christianity (oath, trial by ordeal, heavenly and worldly court), law school of Bologna, nationalization of law, the role of the authorities, ways of execution, torture, from the science of criminal law in the 17th century until the genesis of constitutional law, the modern tendency to resocialization instead of execution.
