Abstract
How do you run an aid station in case of a disaster? Scenarios are planned for each city, but there are limitations in applying them to actual aid station operations. In this presentation, a case study on the development and simulation of a aid station management tool using digital twin technology will be presented and share various visualization techniques in a 3D city model environment. The study site is Ulju-gun, a county of about 220,000 people in southern South Korea, with two nuclear power plants operating within a few kilometers of each other. Moving people to shelters to protect them in the event of a disaster such as a radioactive leak is very essential and crucial part of disaster management. The aid station management tool presented in this presentation leverages ground-truth 3D modeling data of the shelter buildings that will be operational during a disaster to provide facility placement and editing capabilities. This allows relief tents to be automatically placed or edited based on the scenario. It also provides the ability to monitor the overall changes that may occur at the shelter through a dashboard, including real-time victim status, food, beverage, and medical support, supply status, shelter information, and disaster situation information. The Cesium platform is used to service the data and the Three.js library is used to handle the viewing and placement of 3D model data in glTF format. Other open source implementations include React, Turf.js, Apache ECharts, and GeoServer. The findings mentioned in this study provide a good example of how 3D city model-based shelter operations and visualization techniques can be applied to disaster preparedness systems to support effective decision-making and resource allocation.

Operation, Visualization and Management Using Seizure.js So South Korea has a total of 24 nuclear power plants including Walsong and Seiraburi. It's a Korean name of nuclear power plant. So we provide an aid
evacuation management service with digital twin technology for effective emergency response and relief assistance at these facilities. In the event of radiation leak, people must evacuate. The government designates and
divides areas in advance to prepare for citizen protection measures. The precautionary action zone called P-A-Z and urgent protective action planning zone called U-P-D based on the extent of radiation leakage. Our service
displays P-A-Z, U-P-D and the zone sectors from the power plants and aid station for evacuees, warehouses for supplies and medications, 3D visualization of rocker building and lastly also imagery which has the
minimum resolution of five centimeter. And we have utilized the following features of Seizure.js. Web map service imagery provider allows for the use of WMS to provide imagery data including P-A-Z, U-P-D and
various positional information. And Seizure 3D tileset visualizes 3D tileset data on Seizure globe, enabling the rendering of complex 3D models. Web map service imagery provider provides high resolution also imagery using W-M-T-S.
So I have prepared a video demonstration. Let's take it together. So video shows the visualization of the drones and the drone sectors, aid
station in the various type and the warehouses for some stuff and medications and 3D building tileset data on the specific area. It's a LOD
1.0 data so when you select one building you can just assess its own information. In addition, we have visualized the 3D tileset
data of aid stations by using 4.0 data, LOD 4.0 and you can use the management functions with our service. So the model closely resembles their
features and also you can explore the interior floor by floor. In conclusion,
our aid evacuation management service utilizes Seizure.js with digital twin technology to simulate real world scenario in a virtual digital environment and it provides a powerful tool for accurately planning, enhancing situational awareness and effective
