I titled my presentation European and National Funding for Ukrainian Researches, but I think you have heard a lot today about national funding in Germany, so I will focus on European funding for Ukrainian researchers. But let me start with a brief introduction of my humble self.
00:22
Again my name is Vitaly Vondarenko, I work at the German Aerospace Centre Project Management Agency, abbreviated DLR and situated in Bonn. We are a contractor of the German Federal Ministry of Education and Research and our contract consists of two parts.
00:42
Part number one is the National Contact Point for the Mariska-Dolcek Reactions, abbreviated NCP MSA, and the second part is Euraxis Germany. You might ask yourself why we decided to merge NCP MSA and Euraxis Germany.
01:02
The answer is because MSA is a dedicated mobility program in the pillar Excellent Science in Horizon Europe. This program was mentioned several times today, so this is a main program of the European Union for Research and Innovation with an overall budget of around 100 billion euro.
01:24
And Euraxis is about facilitating mobility of researchers and it's always a benefit to know about MSA because we receive many requests from Marie Curie fellows. So again, funding European and national, this was my initial aim, but let's focus
01:43
on the European funding lines and you see I have four funding lines here and my focus will be today MSA for Ukraine in bold. Just to mention, I have provided hyperlinks to the web, so all the relevant information
02:04
you will be able to get afterwards. Let's start with a brief look at MSA for Ukraine. This program line was prepared for quite a long time and started just two days ago,
02:21
so it's a perfect timing for our event today. And here is a program at a glance. So first of all, it is aimed at PhD candidates and postdocs from Ukraine. It offers fellowships of six to 24 months for researchers from all domains.
02:41
It means it pursues a typical approach from Marie Curie, a bottom-up approach, so you can apply from all domains of research. And you are expected to continue your research in Europe while maintaining connections to RNI communities in Ukraine for re-establishing yourself in Ukraine after the war.
03:04
So you have heard probably in the greeting words of the Ukrainian Ministry of Science that they are extremely concerned about brain drain from Ukraine to Europe and this is actually the answer and an important point to keep in mind.
03:24
So you are expected to maintain connections to Ukraine and ideally you also want to re-establish yourself there. So to apply for this funding you will need a research proposal of a maximum 2,500 words
03:42
and you need a statement from your academic mentor from Germany. So as you can see, the threshold for funding with this funding line is very low in comparison to classical Marie Curie funding line. So this is my next key message to all of you.
04:06
Then the budget of the action is 25 million euro and the fellows will receive funding lines in accordance with MSA doctoral networks for PhD candidates or MSA postdoctoral
04:21
fellowships for postdocs. You see the figures here, for example, 3,400 euro living allowance plus 600 euro mobility allowance and in case you are officially married or have dependent children, you also get a family allowance of 660 euro.
04:42
These are the figures for PhD candidates. The figures for postdocs are on the right-hand side. Just remember these figures are employers gross amount. It means that all necessary contributions towards social security and taxation will be
05:03
paid from this amount so the net amount will be around 60% of those figures. From October 24, the portal for online submissions will be open and formally your application
05:21
should be submitted by your host institution in Germany or in Europe. This is the indicative timeline. So the call for applications was launched, as I said, two days ago. Now you may start preparing your application.
05:45
On October 6, there will be information organized by the European Commission. I will expand on that a few seconds later. October 24, the portal will open for submission and basically all applications can be submitted
06:04
in November-December and there will be several evaluation rounds from January 2023 on. Fellowships will be granted and you may start your fellowship in Germany or in Europe.
06:21
The first question you may ask yourself, how can I find a host for my research project? And on the website of MSA for Ukraine, there is a list of prospective hosts. I have provided a hyperlink here as well for those who have expressed their interest
06:40
to host Ukrainian researchers in Germany but this also applies for the entire Europe. And if you don't find a suitable host institution in this list, you may also join the MSA for Ukraine mailing list as a researcher and then the coordinator of this action will try to match
07:03
you as a researcher with a prospective host institution. So this is my recommendation to sign up for this mailing list if you are interested. And now the launch event, as mentioned before, it will be conducted on October 6.
07:24
I have provided a hyperlink to the registration and I can highly recommend to attend this event in order to get more information. Okay, before I move on to the next funding line, are there any questions from your side to MSA for Ukraine? Apparently not, right?
07:50
The next funding line is ERC for Ukraine. You might have heard about ERC. This is abbreviation for European Research Council and we have a professional job. We say we all love football, we all love soccer,
08:05
as it's called in the US, and we always compare ourselves with better. Marie Curie or ERC, we say normally Marie Curie is a Europe league and ERC is the champions league of research. So slightly below the Nobel Prize probably.
08:24
And the approach is similar. So ERC launched a scheme allowing you as a researcher from Ukraine to join ongoing projects within ERC. This is basically this hop-on mechanism
08:41
Oksana was talking about. And there is a list of projects that are willing to host Ukrainian researchers. And the same approach applies also to Horizon for Europe, basically the entire program of the European Commission. All projects are listed here and
09:00
you can look up whether there is a suitable opportunity for you. All job offers are listed here and you can look up whether you find a suitable funding. And then ERA for Ukraine, European Research Area, stands for ERA. And on the European Eurexis portal,
09:20
there is a similar approach. The European Commission collected information in English and Ukrainian for Ukrainian refugee researchers. And you can look up here and try to find job offers relevant for you. Having said this, I can switch to the
09:45
national funding if I have some minutes left. One minute. Great, thanks a lot. And then my focal point is Eurexis Germany, our second part of our contract. And basically the Commission have given the structure that, as you see, housing, job offers, find your embassy
10:07
or consulate general in Germany, a recognition of diplomas, other services. And we have collected all those information topics on our website of Eurexis Germany and we offer this
10:22
to you in English and Ukrainian. And this is an example how it looks like. So just visit our website and you will find all this information. And then the DRD was mentioned several times here.
10:41
They have also introduced a national academic contact point Ukraine and basically list all the funding opportunities for studying or conducting research in Germany. Well, I'll skip that. Maybe last but not least, our ministry has also a web page where they list all the
11:04
information in Ukrainian, Russian and English, starting from schools and even kindergarten over vocational training to higher education and research. You will find all the information there. And then I'm done. I hope within this one minute.
