Two years ago, China triggered an “Excellence Action Plan” to help China-based STM journals further enhance their international impact. In 2019, 20 journals were selected as "leading journals" and will be charged with the goal of ranking among the world’s top STM journals within 5 years. Besides those, 30 "key journals" and 200 "emerging journals" were selected to improve international editorial practices, service capabilities, international communication, etc. Furthermore, for each year between 2019 and 2023, China will choose and launch 30 new titles as “high potential journals” based on China’s priority research fields. This presentation will introduce more details and some achievements of this ambitious plan.

Hello, everybody. Today, I and Dr. Zuoqi Ding from China Pharmaceutical University will talk about China's ambitious plan to establish world-class STM journals.
In the end of 2019, the China Association for Science and Technology, later on I will use the class as a short. Along with the Ministry of Finance, Ministry of Education, Ministry of Science and Technology, national press and publication and administration,
Chinese Academy of Sciences and Chinese Academy of Engineering, launched a new and a large China exchange journal excellence action plan. The major purposes of this plan are to further enhance the international impact of China-based journals,
to build groups of journals with diverse capabilities and levels, and to establish digital platforms for journal operation. This big plan includes seven sub-projects. Number one, 20 leading journals have been selected in prioritized fields of research.
These journals are charged with the goal of ranking the world's top STM journals within five years, and will be given the support to do so. The second, third scientific journals with a good foundation and great development potential
were selected as the key journals forming a competitive dynamic with leading journals. Number three, 200 journals selected as emerging journals
for their focus on basic research, engineering and technology, and potential to expand the common education and popularization of science. Number four is for LEO title's new launch. Using criteria based on priority research fields,
having a forward-looking approach and outstanding leadership, China hopes to establish new high-potential English scientific journals in the fields of China's traditional research strength,
emerging interdisciplinary research areas, strategic research frontiers, and some key common technologies. From 2019 to 23rd in each year, China will launch 30 new titles as high-potential journals.
Number five for the sub-projects is called journal cluster pilot projects. This is to build groups of journals, five publishers like higher education press, science press, China Medical Association publishing house
have been chosen to implement this sub-project. Number six is to build up international digital publishing service platforms. Chinese digital companies saying KI and founder group
and Tsinghua University Press have been chosen into this sub-project. Number seven is to train high-level talents for running journals. For example, in 2020, the Society of China University journals
have cooperated with some international publishers to hold a series of training programs. The training of high-level talents for operating journals,
for running journals is a big challenge. Also, to encourage China-owned, China-based journals to be hosted on Chinese publishing platforms is also a big challenge.
How many Chinese-owned journals will be moved to those journal publishing platforms in the coming years? I hope as many as possible. After implementation for almost two years, some goals have been achieved.
In this year, during the meeting for putting forward an excellence action plan, CAST announced that by now, 29 journals in this heavily-invested plan have come up to top 10% in their subject categories
and 12 have been in top 5%, more significantly. Eight journals already in top five. These are some journals ranked in top 5% and top 10%. Leading journals like Light Science and Application, Molecular Plant in top 5%.
Some key journals, even emerging journals, they have already been in top 10% and top 5%.
These are eight journals in top five. Very remarkably, you can say, Horticultural Research, this journal has been ranked in number one in its subject. There are some discussions or even debates how we can define the world class.
Ranking in top five or even top three in journal indexing systems can be called world class. I want to hear your opinions, your ideas or your suggestions.
In 2021, this is the third year of this Action for Excellence plan. According to Chinese tradition, China will evaluate the achievements in the past three years. China will research some new policies to support the development of journals in groups
and China will encourage China-owned, China-based journals to use Chinese digital publishing platforms. In this year, they hope at least 200 journals will be moved to these platforms
or to use these platforms. China will explore the path of open access. Open access is a hot topic also in China. Finally, this year, China will hold the fourth forum for world STM journals.
