Abstract A Reference Design for the International Linear Collider was recently released.  The scale of the ILC is such that it must be built by an international collaboration and the design is the culmination of a unique global effort.  Through ICFA, a decision was made to base the design on superconducting RF technology and then the Global Design Effort (GDE) was created to coordinate the actual accelerator design toward a construction proposal.  The reference design establishes all the features of the machine, and defines both the R&D program and engineering design that will now follow over the next few years.  The features and status of
