In principle, sub-licences can also be granted for the use of sections of IWF media in film and television or for the public performance of whole films.

List of fees for granting licences of TIB
1. General information
Licence fees vary according to the scope of use, licence period and length of the film segment or film and are charged based on the following scale. Further discounts cannot be granted.
2. Price scale
2.1 Permanent rights of use for all use scenarios for film segments
Price on request, depends on number of seconds, scope of use, discounts already included.
2.2 Rights of use for all use scenarios for film segments for fixed term
Price on request, depends on number of seconds, scope of use, discounts already included.
2.3 Licence fees for commercial use of film parts for fixed term
2.3.1 Broadcasting rights for 5 years
As a general rule, the following licence fee applies for national and international formats
- € 500 for up to 30 sec. of material (VAT does not apply)
- Else € 1000 per minute of material or part thereof (VAT does not apply)
The following types of use are included:
- global transmission
- provision on the internet (streaming without a download option)
- an infinite number of repeats within the licence period
As a general rule, the following licence fee applies for regional formats
- € 200 for up to 30 sec. of material (VAT does not apply)
- Else € 400 per minute of material or part thereof (VAT does not apply)
The following types of use are included:
- regional broadcast
- provision on the internet (streaming without a download option)
- infinite number of repeats within the licence period
The following applies to all formats:
Some materials are only available in analogue film formats. If materials are available at TIB in digital format, they will usually only be in SD quality. If the customer requires a better level of quality, the material can be scanned in HD resolution by a service provider at the customer’s expense. If You provide TIB with the digital version in HD resolution, the licence fee will be reduced to € 500 (national and international formats) and € 200 (regional formats) per minute.
2.3.2 Repeats outside the licence period
If additional repeat broadcasts are aired after the 5 years, TIB charges:
- € 500 per minute of material or part thereof (VAT does not apply)
This includes
- one (1) repeat
- as well as 7 days catch up TV for the repeat.
2.3.3 Distribution of the production as a DVD, Blu-ray or via online sales platforms for 5 years
If the production is to be sold digitally offline or via online sales platforms (DVD, Blu-ray, download and the like), an additional licence fee will be charged:
- € 300 per minute of material or part thereof (VAT does not apply)
2.3.4 Online Provision on third-party platforms for 5 years
The online provision of the production on third-party platforms (without download option) will cost
- € 150 for the first 10 seconds (VAT does not apply)
- € 6 for every additional second (VAT does not apply)
2.3.5 Public Performance (6 months)
If the production is performed in public, this will cost
- € 300 per minute of material or part thereof (VAT does not apply)
Licence fees for the performance of entire works are available on request!
2.4 Licence fees for non-commercial use
2.4.1 Non-commercial public performance of film parts (6 months)
If a production is performed publicly in a non-commercial context, this will cost
- € 100 per minute of material or part thereof (VAT does not apply)
2.4.2 Non-commercial public performance of entire works for 5 years
The following fees apply for entire works that are to be publicly performed in the context of non-commercial use:
- Material not exceeding 15 minutes: € 75 (VAT does not apply)
- Material exceeding 15 minutes: € 150 (VAT does not apply)
Additional fees for non-commercial use are available on request. In case the film is to be used in the context of study, research and teaching, the license fees may be waived in justified exceptional cases. TIB promotes artistic and cultural events in the Federal Republic of Germany without entrance fees.
